The purpose of the Purchasing Department is to maintain continuity of services and supplies to the various County departments by purchasing at the lowest cost consistent with the quality and quantity required.

The staff of the Purchasing Department is committed to conducting all purchasing activities in accordance with North Carolina General Statutes and Sampson County Code. All purchasing activities will be conducted in such a manner as to develop and maintain good public, vendor and inter-departmental relationships. Fair and open competition by legitimate and ethical means is encouraged. The Department’s authority is to be used without regard to personal and private advantage or gain, free of personal obligations to vendors.

Hours of Operation
All qualified vendors and sales representatives are invited to call on the Purchasing Department Monday through Friday, between the hours of 8:00 a.m. and 5:00 p.m. An appointment prior to arrival is strongly encouraged.

Purchasing Code (does not include construction projects)
The North Carolina General Statutes and Sampson County Code require that:
The County is not bound by any vendor commitment made by a department.
Purchase orders are required by all purchases, of any amount, for all County departments.
Purchases of equipment, supplies or materials valued at $90,000 and above are processed by the Purchasing Department through the formal bid process. Formal bids require written specifications, legal advertisements, sealed bids, and in some situations, bid bonds. Once bids are opened, they are available for public inspection.
The informal bid process is utilized for equipment, supplies or materials valued less than $30,000. Bids are confidential until awarded, then available for public inspection.

The Board of Commissioners reserves the right to reject any and all bids.

Sampson County Surplus Property Sale
Sampson County holds its surplus and unclaimed property sale on a Saturday morning in either late November or early April each year. The time of sale depends upon the amount of items in storage. Items may be inspected from 8:30 a.m. to 9:30 a.m. on day of sale, and the sale begins at 9:30 a.m. No warranty or guarantee, written or implied, is offered.
