SAMPSON COUNTY PARKS AND RECREATION
“Enhancing Our Community”

 

Department History

 

In November of 1999, the county contracted with recreation consultants J. "Swede" Frauson and Harold Moses to conduct a consolidation study on recreation for Sampson County. The study focused on the county’s current recreational structure and assessed the needs of the community then made recommendations that would improve services and enrich the lives of county residents. Following the recommendations of the consultants, the County Commissioners hired a Countywide Recreation Director in May of 2001 to implement a countywide recreation program.

2002

The countywide recreation program is in the early stages as it begins to build from the ground floor up. It will take several years to fully implement the total countywide recreation program. Countywide programming is projected to start in the budget year 2002-03 with unified playing rules and regulations in each park district. The Board of Commissioners has appointed a Countywide Parks and Recreation Advisory Board to assist in the development of the program.

2004

The Sampson County Park and Recreation Department and the County Commissioners recognized the need to develop a Comprehensive Master Plan for recreation and parks to enhance the quality of life for its residents.  The master plan process assessed the current and future parks and recreation needs of the county and established a plan of action to accomplish the recommended goals and meet the identified needs for Sampson County.   The Comprehensive Plan will address the needs of the citizens as they relate to park and recreation programs and facilities offered over the next ten (10) years.

 

The county hires Joel Moulin, Landscape Architect and Kathy Hamilton-Brown, CPRP to develop the Comprehensive Parks and Recreation Master Plan.

 

They will inventory the existing programs and facilities, determine the county’s unmet recreation needs through a public participation process, and establish the framework to improve the county park and recreation system by making recommendations to enhance and expand recreation facilities, programs, and policies.

 

2005

The County Commissioners adopt the completed Comprehensive Parks and Recreation Master Plan in July 2005.  In November 2005 the Department receives a $500,000 PARTF Matching Grant (N.C. Parks and Recreation Trust Fund) to develop the first county park in Sampson County.
