County DSS Accepting D-SNAP Applications

D-SNAP APPLICATIONS ACCEPTED 
USDA has approved Disaster Food and Nutrition Services for Sampson County. Individuals and families may be eligible if they were impacted by Hurricane Florence and meet (federal/state) eligibility criteria. Income will be verified, per that criteria.

Applications will be accepted Friday, September 28th - Saturday, October 6th, 8 am - 6 pm, daily (except for Sunday, September 30th) at the Sampson County Department of Social Services (360 County Complex Rd., Building E, Clinton, NC 28328). The DSS Building is the two-story building nearest the rear of the complex. Applicants are advised to follow the signs and traffic barriers to enter through the north entrance of the building.

SAMPSON COUNTY DSS TAKING APPLICATIONS FOR DISASTER SUPPLEMENTAL NUTRITION ASSISTANCE PROGAM (DSNAP)

Beginning Friday, September 28th, the Sampson County Department of Social Services will begin taking applications for food assistance under the Disaster Supplemental Nutrition Assistance Program, also known as DSNAP. In the aftermath of Hurricane Florence, the North Carolina Department of Health and Human Services has received federal authority from the U.S. Department of Agriculture to implement the program in the state’s 27 disaster-declared counties, including Sampson County.

Applications for DSNAP will be taken at the Sampson County Department of Social Services, located in Building E of the Sampson County Complex, 360 County Complex Road in Clinton beginning Friday, Sept. 28, 2018 through Saturday, Sept. 29, 2018 and on Monday, Oct. 1, 2018 through Saturday, Oct. 6, 2018. Hours will be from 8:00 am until 6:00 pm each day. No applications will be taken on Sunday, Sept. 30, 2018.

DSNAP is a program designed to authorize food assistance for eligible households not currently receiving such benefits and who have experienced a loss as a result of Hurricane Florence. Residents may qualify for this one-time assistance if their home was damaged or destroyed, have disaster related expenses, lost income, had food loss because of a power outage, or household flooding resulting from Hurricane Florence. Eligibility is also based on available household income during the period of September 7, 2018– October 6, 2018.

Eligible households will receive a one-time benefit on a special debit card (called an EBT card) to help buy food. The exact amount received will depend on household size, but as an example, a family of one would receive $192, a family of four would receive $640 and larger families would receive more.

Residents currently receiving Food and Nutrition Services (FNS) are not eligible for this disaster program. Such households are being assisted via a disaster replacement and/or supplement of their benefits.

Applicants will be asked to provide verification of identity. This will not have to be a picture identification.  Any document that shows the applicant’s name, such as a utility or other bill, will be accepted.

Those coming to the County Complex should follow the signs and traffic cones to park and enter at the north entrance to Building E. County staff will do everything they can to process applications quickly, but because long lines and wait times are possible, individuals are encouraged to bring medications and other necessary items. Due to limited space, individuals are encouraged to limit the number of people accompanying them and to consider arranging child care if possible. Residents should come prepared for inclement weather while waiting outdoors as no outdoor shelter is available for those waiting in line. No food vendors will be allowed in the parking lots at application locations. In addition, no donations will be accepted or distributed at application locations. Due to the possibility of a large number of applicants, neighboring residents and businesses should expect heavy traffic and parking in the area.


DSS DEL CONDADO SAMPSON TOMARA APLICACIONES PARA EL PROGRAMA SUPLEMENTARIO DE ASISTENCIA NUTRICIONAL DE DESASTRES (DSNAP) 

Comenzando el  Viernes 28 de Septiembre, el Departamento de Servicios Sociales del Condado Sampson comenzara a recibir solicitudes de Asistencia de Alimentos bajo del Programa Suplementario de Asistencia Nutricional de Desastres, también conocido como DSNAP. Después del Huracán Florence, el Departamento de Salud y Servicios Humanos de Carolina del Norte recibió la autorización federal del Departamento de Agricultura de EE.UU. para implementar el programa en los 27 condados declarados por desastre del estado, incluyendo el Condado de Sampson. 

Las solicitudes para DSNAP se tomarán en el Departamento de Servicios Sociales del Condado Sampson, ubicado en el Edificio E del Complejo del Condado Sampson, 360 County Complex Road en Clinton a partir del Viernes 28 de Septiembre 2018 hasta el Sábado 29 de Septiembre 2018 y el Lunes , 1 de Octubre 2018 hasta el Sábado 6 de Octubre 2018. Las horas serán desde las 8:00 a.m. hasta las 6:00 p.m. todos los días. No se tomarán solicitudes el Domingo, 30 de Septiembre  2018. 

DSNAP es un programa diseñado para autorizar asistencia de alimentos para hogares elegibles que actualmente no reciben tales beneficios y que han experimentado una pérdida como resultado del Huracán Florence. Los residentes pueden calificar para esta asistencia única si su casa fue dañada o destruida, tienen gastos relacionados con el desastre, pérdida de ingresos, pérdida de alimentos debido a un corte de energía o inundaciones en el hogar como resultado del Huracán Florence. La elegibilidad también se basa en los ingresos familiares disponibles durante el período del 7 de septiembre  2018 al 6 de Octubre 2018.

Los hogares elegibles recibirán un beneficio por única vez en una tarjeta de débito especial (llamada tarjeta EBT) para ayudar a comprar alimentos. La cantidad exacta recibida dependerá del tamaño del hogar, pero como ejemplo, una familia de uno recibiría $ 192, una familia de cuatro recibiría $ 640 y las familias más grandes recibirían más. Los residentes que actualmente reciben Servicios de Alimentos y Nutrición (FNS) no son elegibles para este programa de desastre. Dichos hogares reciben asistencia a través de un reemplazo por desastre y / o suplemento de sus beneficios. 

A los solicitantes se les pedirá que proporcionen verificación de identidad. Esto no tendrá que ser una identificación con foto. Se aceptará cualquier documento que muestre el nombre del solicitante, como un servicio público u otra factura.

Las personas que vienen al Complejo del Condado deben seguir las señales y los conos de tráfico para estacionar e ingresar en la entrada norte del Edificio E. El personal del Condado hará todo lo posible para procesar las solicitudes rápidamente, pero debido a las largas filas y los tiempos de espera, se les pide traer medicamentos y otros artículos necesarios. Debido al espacio limitado, se recomienda a los individuos limitar el número de personas que los acompañan y considerar la posibilidad de planear el cuidado de sus niños con alguien más, si es posible. Los residentes deben venir preparados para las inclemencias del tiempo mientras esperan al aire libre, ya que no hay ningún refugio al aire libre disponible para quienes esperan en la fila. No se permitirán vendedores de comida en los estacionamientos en los lugares de aplicación. Además, no se aceptarán ni distribuirán donaciones en los lugares de aplicación. Debido a la posibilidad de que haya un gran número de solicitantes, los residentes y las empresas vecinas deben esperar mucho tráfico y estacionamiento en el área.
