Sampson County has been awarded $175,000 for the 2017 Essential Single Family Rehabilitation Loan Pool (ESFRLP) Program from the North Carolina Housing Finance Agency (NCHFA) funded through the HOME Investment Partnership Program. The ESFRLP assistance is offered through a 0% interest, deferred-forgivable loan to cover rehabilitation costs. The primary goal of the ESFRLP program is to encourage the comprehensive, energy-efficient rehabilitation of scattered site, single family owner occupied homes of low-income homeowners.
Sampson County is requesting qualified residents of the County to apply for housing rehabilitation assistance. Even if you have applied for other repair programs with the County, you still must submit a new application.Eligible applicants must be owner-occupied homeowners who reside in a single-family home in the County. Qualified applicants are eligible to receive housing rehabilitation assistance and energy efficiency improvements to their homes. To qualify, a household member must be elderly, disabled and/or a veteran, or a child under the age of six whose health is threatened by the presence of lead hazards in the home. The home must be in fair condition, needing only minor repairs so that homes selected for rehabilitation can be brought up to Essential Rehabilitation Property standards with the limited funding available. Manufactured housing is eligible if it is permanently affixed on real estate owned by the applicant with permanent utility hook-ups. Eligible properties must be outside the 100 year floodplain. Household income must be below at or below 80% of the median area income level.
The application process to determine eligibility and the amount of rehabilitation to be accomplished shall be done according to NCHFA 2017 ESFRLP Standards. Sampson County will determine if the household qualifies for the program. The ESFRLP program does not discriminate on the basis of race, age, creed, sex, color, disability, or national origin.Applications will be available on August 11, 2017.
