GENERAL PROCEDURES FOR OBTAINING PERMITS IN SAMPSON COUNTY

2. Provide Floodplain Information, If Required
When property is located within a flood plain area, a copy of an Elevation Certificate must be on file in the Inspections Office before you will receive a final inspection.
3. Obtain Septic Tank Permit
Septic tanks permits are issued by the Environmental Health Section of the Sampson County Health Department. In order to obtain a septic tank permit, you will need to provide the following:

A completed, signed application for an improvement permit, with appropriate fee paid

A plot map for the lot showing the dimensions of all lot lines, the dwelling site with setback distances from property lines, location and width of driveway, preferred location of septic tank and well, location of any existing septic tank systems and wells, and any other pertinent information regarding the proposed structure.

You will need to identify the lot with an appropriate sign, flag property lines and house site. An Environmental Health Officer will inspect the site and, if the lot is suitable, an improvement permit may be issued showing septic tank system size, location and/or modifications. If the lot is unsuitable for a conventional septic tank system, you will be so notified. For existing septic tank inspections, contact the Environmental Health Section. You must have a certificate of completion for your septic tank permit before you will receive a final inspection.
4. Obtain Building Permits
The Inspections Offices issues building permits for new construction. To begin the process you must provide:
Two (2) sets of plans drawn to scale containing the following information: (1 set for residential)
1. Foundation
2. Floor Plan
3. Wall Detail
4. All four elevations (front, back and two sides)
Copy of valid septic tank permit
Copy of valid zoning approval
Each subcontractor is required to obtain the necessary permits for the work he performs (electrical, plumbing, mechanical, etc.). Each permit varies in price, based upon the gross number of square feet of heated and unheated area involved. top
PROCEDURES FOR LOCATING MANUFACTURED HOMES IN SAMPSON COUNTY

1. Septic Tank and Moving Permits
Before any other permits can be issued for a manufactured home, the owner/contractor must obtain a septic tank permit (see above) and a moving permit. A moving permit is necessary when a manufactured home is moved into Sampson County. These permits are issued by the Sampson County Tax Office when and if all appropriate taxes have been paid on the property. It is the movers responsibility to obtain this permit and the homeowners responsibility to ensure the appropriate paperwork has been completed.
2. Setup Permits for Manufactured Homes
A setup permit is required for all manufactured homes and must be obtained by the setup contractor. The permit can be obtained in person in the Inspection Office or by mailing in a completed application with original signature.
3. Plumbing Permit
A licensed plumber should purchase this permit. The permit can be obtained in person in the Inspection Office or by mailing in a completed application with original signature.
4. Electrical Permit
A licensed electrician should purchase this permit. The permit can be obtained in person in the Inspection Office or by mailing in a completed application with original signature.
5. Mechanical Permit
The contractor who installs your heating and air conditioning should purchase this permit. The permit can be obtained in person in the Inspection Office or by mailing in a completed application with original signature.
6. Can I do the work without a contractor?
A homeowner may sign an affidavit certifying that he/she will be responsible for doing the work on their manufactured home himself/herself. The homeowner will be responsible for ensuring the work is up to code and for any re-inspection fees. A picture ID will be required from persons completing the affidavit. Permit costs remain the same as those for contractors.
