SAMPSON COUNTY HEALTH DEPARTMENT
The Sampson County Health department is dedicated to ensuring that each man, woman and child who resides in Sampson County has the highest possible health status. Traditionally, the focus of public health has always been the prevention of disease and the education of citizens on health issues. Today, our role has expanded to include community health assessments.
Annual Report
The services of the Sampson County Health Department are provided by a team of professionals, including physicians, nurse practitioners, nurses, nutritionists, environmental specialists, lab technicians, maternal outreach coordinators, processing assistants, health educators, data entry clerks and fiscal managers. The County Board of Health sets the policy direction for the agency. The Board of Health is appointed by the Sampson County Board of Commissioners, pursuant to guidelines set forth in the North Carolina General Statutes.

Fees
The Health Department provides medical services on a fee scale, based upon household income. Free estimates of charges are available by calling the Department. Medicaid and private insurance are accepted. See below for Environmental Health charges. top
Adult Health/Health Promotion
The Adult Health program provides eligible women with pap smears and clinical breast exams and mammogram referrals if needed. A diabetic clinic is held once a week, and a cholesterol clinic is offered on the third Friday of each month. Health promotion services are intended to help those individuals who are health remain healthy. Services include, but are not limited to, information and activities on smoking cessation, dietary/weight management, stress and physical fitness. top
Child Health
The Child Health Program provides services to children from birth to twenty-one years of age. Clinics are held weekly for the purpose of providing comprehensive health screenings. Health assessments include physical exams, immunizations, laboratory testing, visual screening, hearing and developmental screening. Follow-up and referrals for diagnostic and medical evaluations are made as appropriate. The County has a Child Fatality Prevention Advisory Board that reviews the causes of death for children in Sampson County and makes recommendations on preventive measures. top
Child Service Coordination
This program provides assistance for families with children from birth to age five who are developmentally delayed. The goal is to identify children who are challenged and to assist their families in accessing preventive and specialized services. top
Dental Health
Working as part of the statewide plan, the goal of the Dental Health program is to reduce the prevalence of dental diseases. Services provided by a Dental Hygienist focus on prevention and education and include educational outreach, dental screenings and referrals for school children, coordination of the fluoride mouth rinse program in targeted schools, and the promotion of the use of dental sealants and community fluoridation. top
Environmental Health
The Environmental Health Division has the responsibility of ensuring that Sampson County residents have a clean and healthy environment in which to live, work and play. This is accomplished through public education, inspections and the active enforcement of county and state regulations. This division is divided into seven sections:

Child Daycare inspects day care and residential care facilities.

Food and Lodging enforces rules governing restaurants, food stands, mobile food units, meat markets, bed and breakfasts, schools and summer camps.

Lead Abatement tests for lead exposure and ensure proper abatement.

| 4. |
Onsite Wastewater inspects and permits all subsurface sewage disposal systems.

| 5. |
Swimming Pools inspects public swimming pools.

| 6. |
Tattoo Parlors enforces regulations regarding body piercing establishments and practitioners.

Water Supply inspects newly constructed private water supplies; collects and analyzes water samples. |

Health Check Coordination
Health Check is a statewide initiative to improve access of Medicaid eligible children to health services up to age 21. Services include a comprehensive health care check-up, immunizations, vision, hearing and dental screenings on a regular basis. top
Health Education
The Health Education Division assists in the core planning of disease prevention strategies and the promotion of healthy living. This program enables individuals to become competent in making wise decisions regarding their health. Services include assistance with planning, organizing, implementing and evaluating community, school, and health programs. Special health training and consultation is available to schools personnel and community health professionals. Worksite health promotion activities and special community projects are also available. top
Immunizations
The Department provides immunizations to prevent the spread of communicable diseases, which include polio, measles, mumps, rubella, Jib, Hepatitis B, tetanus, diphtheria, whooping cough and the flu. For best protection, children should be immunized by age 2. Immunizations are offered daily at the Health Department and monthly in the following satellite clinics: Salemburg, Roseboro and Newton Grove Town Halls, Four County Medical Clinic in Harrells, and the Garland Senior Center. Maternity Clinic
The Maternity Program provides prenatal care to expectant women. This service includes a complete physical exam, laboratory work, nutrition assistance and follow-up if necessary. Maternal Care Coordinators and Maternal Outreach Workers serve clients by providing home and hospital visits, as well as prenatal education, including parenting and prepared childbirth sessions. top
Medical/Environmental Laboratory Services
The laboratory provides a variety of services for the health department including, but not limited to, urinalysis testing, glucose testing, hemoglobin checks, pregnancy tests and cholesterol testing. top
North Carolina Health Choice for Children
Applications for the states Health Choice Program are available at the Sampson County Health Department. Health Choice is a comprehensive insurance targeted to working families who cannot afford health care for their children. The amount of money families can earn and still qualify for the program depends on the number of people in each family. For lower income families, there is no cost to enroll and no fees for doctor visits. For families who can afford it, there will be a low annual fee and small payments, usually $5 to $6, for prescriptions and visits to the doctor. There is no charge for preventive health visits. top
School Health
School Health Services are provided by public health nurses in both the city and county school systems. Public health nurses work closely with school health nurses, teachers, principals, guidance counselors and social workers. Services include vision screening, individual counseling, educational classes and referrals as needed. top
Sexually Transmitted Diseases (STD) Clinic
The Sexually Transmitted Diseases Clinic conducts confidential testing, treatment, counseling and education on HIV/AIDS, syphilis, gonorrhea, chlamydia and other sexually transmitted diseases (STDs). Appointments are encouraged, but walk-ins are seen on a first-come, first-served basis. There are no charges for the services provided by this clinic. Hours are Monday-Friday, 8:00 a.m. to 4:00 p.m. top
Sudden Infant Death Syndrome
The Health Department provides counseling for families affected by the death of an infant or child. Referrals are made to support groups and educational services. top
TB Services
The TB Clinic offers persons with tuberculosis disease or a positive TB skin test the following services: chest x-rays, medication for prevention and treatment of tuberculosis, case investigation and education. Appointments are preferred, but not required. top
Vital Records
The Vital Records Department is responsible for the timely and accurate filing of all birth and death certificates in Sampson County. Copies are forwarded to the Sampson County Register of Deeds, located in the County Courthouse. Certified copies are available from the Register of Deeds. top
Women, Infant and Children (WIC) Nutrition Services
This service provides nutritional education to women (pregnant, postpartum and breast-feeding), infants, and children to age 5. Through this federally funded program, participants receive vouchers to exchange for food items at participating vendors. Eligibility is determined by category, residence, income and medical nutritional risk. top
Womens Preventative Medical Services
This clinic provides medical and educational services to women of childbearing age, including information on correct contraceptive usage, informed consent, self-breast examinations, and sexually transmitted diseases. Persons 18 years and younger receive services free of charge. Charges for others are based on a sliding fee scale. All services provided are confidential. top
