OFFICE OF THE COUNTY MANAGER
Since 1972, Sampson County has operated under a Board of Commissioners/County Manager form of government.
The County Manager serves as the County’s chief administrator, providing administration and
supervision of all departments over which the Board of Commissioners has authority to control and
ensuring the Board’s orders, resolutions, policies and ordinance are faithfully executed. In
Sampson County, the County Manager also serves as the official Clerk to the Board, overseeing the
preparation of the Board’s meeting agenda; the Personnel Officer, overseeing the recruitment of
subordinate officers and employees as deemed necessary by the Board except those officers elected by
the people or whose appointment is otherwise provided for by law; and the Budget Officer, overseeing
the receipt, disbursement, accounting and investment of County funds, and preparing the annual budget.
The Assistant County Manager serves as Deputy Clerk to the Board and the County’s Public Information Officer,
performing administrative office management to relieve the County Manager and the Board of Commissioners of
operational details; discharging the duties of Clerk to the Board; and serving as initial public contact in giving
information and receiving inquires and complaints.

County Attorney
Appointed by the Board of Commissioners, the County Attorney provides advice and counsel to ensure that local
government activities are carried out in a legally correct and judicious manner. As an independent contractor,
the County Attorney's services may include: preparation and/or review of legal documents, contracts or agreements;
consultation on and/or interpretation of statutes and laws; and litigation.
