SAMPSON COUNTY BOARD OF COMMISSIONERS
Sampson County is governed by a five-member board of commissioners who are elected on a district basis and serve staggered four-year terms. The Board members are responsible for formulating policy, directing a number of governmental services and appointing members of various and boards and agencies to implement specific policies or to provide certain services.

Meetings and Agenda Policy
The Sampson County Board of Commissioners meets on the first Monday of each month. All regular meetings will begin at 7:00 p.m.unless otherwises advertised. Regular meetings are held in the County Auditorium of the County Administration Building, located at 435 Rowan Road in Clinton, North Carolina. Due to renovation, meeting locations have been changed. Agendas for meetings of the Board of Commissioners are prepared and distributed by the Office of the County Manager. While a commissioner may, of course, request that an item be placed on their agenda for discussion, traditionally it has been the policy of the Board of Commissioners and Sampson County Administration that all requests to be placed upon the agenda of the Board of Commissioners first be forwarded to the County Manager (preferably in written form). The information is then reviewed by the Manager to ensure (1) that the request requires action by the Board (often requests for certain actions, approvals, etc. can be approved by the Manager himself); (2) that the request includes appropriate and full documentation; and (3) that a full and comprehensive analysis of the request is completed. Often this process entails distributing the request to various departments who then compile accurate and precise data, perform any necessary analysis and provide a response. Thus the process may take several days or it may take several months. However long the process, it is the responsibility of the County Manager to exhaustively research the request prior to its presentation to the Board of Commissioners so that the board will be given enough information to make a sound, prudent and judicious decision. This is most crucial in the case of a funding request when the Board’s decision directly impacts the taxpayer’s pocketbook. It is the duty and the obligation of the County Manager and the Board of Commissioners to guarantee to the citizens they serve that such decisions are made only after careful deliberation and forethought.
Agendas and Minutes
The agendas and minutes of Board of Commissioners meetings are maintained in the Office of the County Manager/Clerk to the Board and may be viewed weekdays, between 8:00 a.m. and 5:00 p.m. Agendas and minutes are also available on line. Citizen/Commissioner Conferences
Citizen/Commissioners Conferences offer citizens with questions, concerns or suggestions the opportunity to meet with representatives of the Board in a more informal setting than a regular meeting of the full Board. Individuals or small groups may request to meeting with one or two commissioners, and any appropriate County staff members on the third Monday of each month, immediately preceding the Board’s regularly scheduled meeting. Conferences must be scheduled in advance by calling the Office of the County Manager and typically last approximately one hour or less.
Advisory Boards and Commissions
Appointing citizen members to various advisory boards and commissions is another way that the Sampson County Board of Commissioners encourages citizen participation in local government. While some boards require specific qualifications for memberships, others require only a genuine desire to serve and a commitment to attend and participate.
